Enakmen ibu adalah dipinda dengan memasukkan selepas sahaja seksyen 8, seksyen baru 8A yang berikut :

"Section 8A. Power to borrow.

(1) The Council may, with the consent of the State Authority, and on such terms and conditions the authority may impose, borrow any money which the Council may require to implement any of its functions under the Enactment.

(2) Any money borrowed in accordance with this section shall be credited into the Fund.".
