Section 27 of the principal Act is amended by substituting for the words " Subsidiary legislation may provide for persons guilty of offences thereunder" the words " Notwithstanding the absence of any express provision in any Act or other written law, subsidiary legislation may provide that contravention of any provision of the
subsidiary legislation shall constitute an offence and for persons guilty of such offence" .
