PART III - PROPERTY AND FINANCE OF MAJLIS Collection for Charities
Section 67. Charitable collection.
(1) The Majlis may collect or may grant letters of authority to any person or group of persons authorising such person or persons to collect monies and any gifts for charity for the interest of the Religion of Islam or for the benefit of Muslims in accordance with Hukum Syarak and may by such letter of authority impose such conditions as it may think fit.
(2) In any matter dealt with under subsection (1) the Majlis may require any person, group of persons or body-
(a) to issue in respect of every sum so collected a serially numbered receipt in the prescribed form;
(b) to keep true of all sums so collected and of the vouchers thereof supported by accounts disposal;
(c) to produce the counterfoils of all receipts and vouchers for inspection and audit by the Majlis, whenever so required.
(3) Monies collected under this section shall be used for a specific purpose if directed by the MajIis, but if there is no such direction, it shall be put into and form part of the Baitulmal.
(4) No person or body shall make or take part in any collection of money in the State for any such purpose as aforesaid except with the authority provided in this Enactment.
(5) The Majlis shall have power to reduce the amount of the collection or to shorten the period for collection which is approved or to suspend or cancel any authority which is given if there are reasons why such action should be taken.
