PART XII - GENERAL

Section 135. Rules.

The Ruler may by notification in the Gazette make rules for carrying out the provisions of this Enactment, and in particular but without prejudice to the generality of the foregoing, such rules may provide for-

(a)

the procedure of the Majlis, the form and method of execution of instruments of the Majlis, and the appointment of subordinate officers of the Majlis;

(b)

the fees to be paid in respect of any act or thing done under this Enactment, and the method of collecting and disposing of the said fees;

(c)

the practice and procedure in respect of all matters within the jurisdiction of the Appeal Committee;

(d)

the appointment of Committees of the Majlis and their powers, duties and procedure;

(e)

the practice and procedure of a Court;

(f)

the forms, registers, books of account, reports, accounts, estimates and other documents to be used in respect of any act or thing done under this Enactment;

(g)

the forms to be used and the procedure to be followed by persons intending to get married;

(h)

the collection, expenditure and disposal of any property, investments and funds due to or vested from time to time in the Majlis;

(i)

the employment of bankers, and the bank accounts to be opened and operated by the Majlis;

(j)

the procedure relating to any charitable collection, and the disposal of the proceeds thereof;

(k)

the upkeep and maintenance of any mosque or burial ground and all matters relating thereto;

(I)

the powers and duties of a pegawai masjid;

(m)

the selection of a pegawai masjid;

(n)

the determination and publication of kariah boundaries;

(o)

the powers and duties of a Registrar of Muslim Marriages and Divorces;

(p)

the method of registering converts;

(q)

the conduct of religious seminaries and schools;

(r)

anything which may be prescribed under the provisions of this Enactment;

(s)

the punishment (not exceeding one month's imprisonment or a fine of one hundred dollars) for any breach of or for failure to comply with any of the rules made under this section; and

(t)

other matters for the purpose of carrying out the provisions of this Enactment.
