Section 79. Estimates.
(1) The Majlis shall prepare and submit to the State Authority not later than the 31st day of October each year estimates of all income and expenditure of the Majlis, including therein estimates of all properties receivable and disposable in the ensuing year and the State Authority may approve such estimates or may direct that the same be amended and upon such approval or amendment the said estimates shall be published in the Gazette.
(2) The Majlis may at any time submit to the State Authority supplementary estimates of expenditure in respect of the current year, or at any time prior to the 31st day of March in any year in respect of the preceding year, and the same may be approved or amended and shall be published in like manner.
(3) No monies shall be expended, or properties disposed of save in accordance with such estimates as aforesaid and upon a voucher signed by the Yang Dipertua or an officer of the Majlis authorised by the Yang Dipertua.
