Section 28. Repeal.
(1) The Enactments listed in the Third Schedule is hereby repealed to the extent as specified in the third column of the Schedule:
Provided that any proceeding, proclamation or order made or commenced under the repealed Enactment shall continue to have effect as if this Enactment has not been enacted.
(2) The repeal shall not affect the retrospective effect of the repealed Enactments or anything validly done or subsisting under them or any right, priviledge, duty or liability created, aggregated or borne by them.
