PART VIII - GENERAL

Section 145. Rules.

His Royal Highness the Sultan may, by notification in the Gazette, make rules for the purpose of carrying out the provisions of this Enactment and in particular, but without prejudice to the generality of the foregoing such rules may provide for-

(a)

the procedure of the Majlis, the form and method of execution of instruments of the Majlis and the appointment, supervision and dismissal of subordinate officers of the Majlis;

(b)

the payments to be made in respect of any act or thing done in pursuance of this Enactment and the method of collecting and disposal of such payment;

(c)

the powers and duties of the Jamaah Ulama' and the practice and procedure in respect of all matters within its jurisdiction;

(d)

the appointment of committees of the Majlis and their powers, duties and procedure;

(e)

the regulations relating to the Dewan Syura;

(f)

the forms, register books, account books, reports of accounts, estimates of expenditure and other documents to be used in respect of any act or thing done in pursuance of this Enactment;

(g)

the collection, expenditure and disposal of any property of investment and funds vested or due to the Majlis from time to time;

(h)

the collection of charitable donations, account and the disposal of the result of the collection;

(i)

the administration. of any mosque. burial grounds of Muslims and all matters connected therewith;

(j)

the method of electing, the powers and duties of pegawai masjid;

(k)

the method of electing, the powers and duties of the Jawatankuasa Kemajuan Agama Mukim Masjid;

(I)

the registration of schools and institutions for religious education;

(m)

the determination and publication of the boundaries of the mukim masjid;

(n)

the regulations relating to the supervision, teaching, lectures and information relating to religion;

(o)

all matters relating to wakaf and nazar;

(p)

the method and system of collecting zakat and fitrah;

(q)

the giving of scholarships for education, assistance for social welfare and contributions to mosques and others;

(r)

the conduct and administration of welfare houses approved by the Majlis;

(s)

matters relating to the administration of Pusat Bimbingan Islam;

(t)

matters relating to the service of officers;

(u)

any mattcr whatsocvcr relating to thc setting up of bodies undcr the Enactment;

(v)

regulations concerning the registration, care and education of persons who embrace the Religion of Islam;

(w)

the compounding of offences;

(x)

any other matter for the purpose of carrying out provisions of this Enactment.
