Section 21. Presence of non-Members.

(1) The Yang di-Pertua of the Majlis, with the approval of His Royal Highness the Sultan, may invite to attend any meeting any person who is not a member of the Majlis if it is thought that there is a possibility that his presence may benefit the meeting.

(2) Any person invited under subsection (1) may take part in the discussions pertaining solely to his subject-matter but shall not vote or take part in making any decision.
