Section 7. Exclusion of public in certain cases.
A kadi hearing any matter or proceeding may on special grounds of public morals or expediency in his discretion exclude the public at any stage of the hearing from the Court:
Provided that he shall record in every such case, the particulars on the record of the proceedings the grounds upon which such order is made.
