Section 28. Conduct of proceedings.
(1) Except as otherwise expressly provided by this Ordinance, all proceedings of the Majlis shall be conducted in a meeting of the Majlis regularly convened and shall be disposed of by the resolution of the majority of the members present and entitled to vote.
(2) A resolution in writing signed by all members of the Majlis shall, unless in any special case or class of cases the Yang di-Pertua Negeri shall otherwise direct, have the same effect as a resolution duly passed under subsection (1).
