ENACTMENT NO. 2 OF 1966 KELANTAN COUNCIL OF RELIGION AND MALAY CUSTOM ENACTMENT, 1966
PART VII - GENERAL
Section 84. Rules.
His Highness the Sultan may, by notification in the Gazette, make rules for carrying out the provisions of this Enactment, and in particular, but without prejudice to the generality of the foregoing, such rules may provide for -
(a) the procedure of the Majlis, the form and method of execution of instruments by the Majlis, and the appointment of subordinate officers of the Majlis;
(b) the fees to be paid in respect of any act or thing done under or in pursuance of this Enactment, and the method of collecting and disposing of the same;
(c) the powers and duties of the Jumaah Ulama and the practice and prosedure in respect of all matters within their respective jurisdictions;
(d) the appointment of Committees of the Majlis and their powers, duties and procedure;
(e) the forms, registers, books of account, reports, accounts, estimates and other documents to be used in respect of any act or thing done under or in pursuance of this Enactment;
(f) the collection, expenditure and disposal of any property, investments and funds due to or vested from time to time in the Majlis;
(g) the employment of bankers, and the bank accounts to be opened and operated by the Majlis;
(h) the conduct of any charitable collection, and the disposal of the proceeds thereof;
(i) the upkeep, maintenance and conduct of any mosque, Muslim burial ground and all matters relating thereof;
(j) the powers and duties of any pegawai masjid;
(k) the conduct of elections for the selection of Imam;
(l) the determination and publication of mukim boundaries;
(m) the care and instruction of juvenile converts by the Majlis, and method of registering converts;
(n) the conduct and registration of religious seminaries, schools, institutions, and religious teachers; (for the purpose of this paragraph the word "teacher" does not include a teacher who conducts only the teaching of reading Quran in a private house);
(o) all matters relating to wakaf and nazar;
(p) the punishment (not exceeding three months imprisonment or a fine not exceeding five hundred dollars) for any breach of or for failures to comply with any of the rules made under this section; and
(q) other matters for the purpose of carrying out the provisions of this Enactment.
