Section 23. Offence and penalty.

Any person who contravenes any provision of this Enactment or the Rules made thereunder shall be guilty of an offence, and, where no penalty is expressly provided, shall, on conviction, be liable to a fine not exceeding RM 3,000 or to imprisonment for a term not exceeding 1 year or to both and in respect of a continuing offence be liable to a further fine not exceeding RM 100 for each day during which the offence continues.
