Section 13. Devolution of powers.

All rights, powers, duties and liabilities which were, immediately before the commencement of this Enactment vested or imposed on the Majlis shall, on the commencement of this Enactment, be vested in or imposed on the Majlis, save in so far may be repugnant to the purpose of this Enactment.
