Section 106. Guardian of orphans
Where the father and the grandfather of a minor have died without appointing a testamentary guardian, any penghulu, any police officer not below the rank of Sergeant, any person having the custody of the minor, or any person with the powers of a Protector under the Guardianship of Infants Ordinance [Cap. 93 (1958 Ed.)] may cause the minor to be taken before the Court and the Court may appoint a guardian of the minor’s person and property or either of them.
