Section 70. Annual report.
(1) The Majlis shall as soon as may be after the 31st day of October in each year make a report to the Ruler in Council, dealing with its proposed undertakings and its estimates of income and expenditure, for the ensuring year, and generally with its activities during that year.
(2) As respects any report referred to in sub-section (1), the Ruler in Council may approve (with or without amendments) any estimates of income or expenditure contained therein.
(3) Notwithstanding the provisions of sub-section (2) the Majlis may from time to time in respect of the current year or; in respect of the year preceding, not later than the 31st day of March of the said current year, submit to the Ruler in Council a supplementary estimates of expenditure which may be approved (with or without amendments) by the Ruler in Council.
(4) No monies shall be expended save in accordance with the provisions contained in the estimates approved under this section.
(5) All estimates aforesaid shall when approved under this section be laid before the Legislative Assembly and published in the Gazette.
