ENACTMENT NO. 10 OF 1988 REGISTRATION OF THE PROPAGATION OF NON-ISLAMIC RELIGIONS BILL 1988
PART II - OFFENCES
Section 4. Offence of persuading influencing, coercing or inciting a Muslim to become a follower or member of, etc, a non-Islamic religion.
(1) A person commits an offence if he--
(a) persuades, influences, coerces or incites; or
(b) holds or organises any activity, performance, entertainment, or presentation whose content or message is designed to persuade, influence, or incite,
a Muslim--
(i) to become a follower or member of, or to be inclined toward, a non-Islamic religion; or
(ii) to forsake or disfavour the religion of Islam.
(2) Any person who commits an offence under subsection (1) shall, on conviction, be liable to a fine not exceeding ten thousand ringgit or to imprisonment for a term not exceeding four years or to both such fine and imprisonment.
(3) It shall be a defence to a charge under subsection (1) that the accused had reason to believe, and did believe, that the other person was not a Muslim;
(4) It shall not be a defence to a charge under subsection (1) that the other person was not affected by anything said or done by the accused to him.
