Section 23. Conduct of business.

(1) Save as by this Enactment expressly provided, all business of the Majlis shall be conducted in a meeting thereof regularly, convened and by resolution of the majority of those present and entitled to vote.

(2) A resolution in writing signed by all Members of the Majlis shall, unless in any special case or class of cases His Royal Highness the Sultan shall otherwise order, have the same effect as a resolution duly passed under subsection (1).
