Section 22. Conduct of business.

(1) Save as by this Enactment expressly provided, all business of the Majlis shall be conducted in a meeting thereof regularly convened and by resolution of the majority of those present and entitled to vote.

(2) A resolution in writing signed by all Members of the Majlis shall, unless in any special case or class of cases the Ruler shall otherwise direct, have the same effect as a resolution duly passed under sub-section (1) of this section.
