Except in cases of li' an, any person who accuses another person of committing zina without procuring four male witnesses or an iqrar of the accused person in accordance with Islamic Law shall be guilty of an offence and shall be liable on conviction to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding three years or to both.
