PART II - APPOINTMENT OF OFFICERS AND ESTABLISHMENT OF THE MAJLIS

Section 11. Procedure of the Majlis.

(1) The quorum of the Majlis shall be seven.

(2) At the meetings of the Majlis the President, if present, shall preside, but if the President is absent and the members present at any meeting do not elect any one among themselves to chair the meeting, the meeting shall be deemed adjourned.

(3) All questions arising at or coming before a meeting of the Majlis shall be decided by a majority of the members present and votIng thereon at that meeting and, in the case of an equality of votes, the chairman of the meeting shall have a second or casting vote.

(4) The Secretary shall be entitled to attend all the meetings of the Majlis and to speak, but not to vote, on any matter under discussion at any meeting of the Majlis.
