Section 70. Procedure where personal service cannot be effected.

If the person summoned cannot by the exercise of due diligence be found or though found, evades the summons-server and service cannot be effected as required by section 69(3), the summons-server shall affix a copy of the summons to some conspicuous part of the house or other place where the person summoned ordinarily resides, and in such case the summons, . if the Court so directs either before or after such affixing, shall be deemed to have been duly served.
