Section 65. Restriction on establishment of mosque

(1) No person shall, without the permission in writing of the Majlis, erect any building to be used as a mosque, or otherwise apply any building for the purposes of a mosque, or cause or permit any building to be used as a mosque.

(2) The Majlis shall not give its permission under subsection (1), unless the site of the building for the
proposed mosque has been made a wakaf in perpetuity.

(3) Any persons who contravene the provision of subsection (1), shall be guilty of an offence and shall be liable on conviction to a fine not exceeding two thousand ringgit or to imprisonment for a term not exceeding one year or to both and the building shall be dealt with as the court may order.
