(1) The Majlis shall endeavour to promote, stimulate, facilitate, and undertake the social and economic advancement and well-being f the Muslim community in the State consistently with Hukum Syara'.

(2) The Fatwa Committee shall be the body to advise the Majlis on the discharge of its duty under subsection (1) in order to ensure that the activities carried on in such discharge db not involve any element which is not approved by the religion of Islam.

(3) The MajIis shall have power, for the purpose of the discharge of its duty under subsection (1)-

(a) to carryon all activities which will not involve any element which is not approved by the Religion of Islam, particularly the development of commercial and industrial enterprises, the carrying on whereof appears to it to be requisite, advantageous, or convenient for or in connection with the discharge of its said duty, including the manufacturing, assembling, processing, packing, grading, and marketing of products;

(b) to promote the carrying on of any such activities by other bodies or persons, and for that purpose to establish or expand, or promote the establishment or expansion of, other bodies to carry on any such activities either under the control or partial control of the Majlis or . dependently, and to give assistance to such bodies or to other bodies or persons appearing to the MajIis to have the facilities for the carrying on of any such activities, including financial assistance by the taking up of shares or loan capital or by loan or otherwise;

(c) to carryon any such activities in association with other bodies or persons, including the departments or authorities of the State Government, or as managing agent or otherwise on behalf of the State Government;

(d) to purchase, underwrite, or otherwise acquire any stocks and shares in any public or private company, and to dispose of the same on such terms and conditions as the Majlis may determine;

(e) to establish, with the approval of the Menteri Besar, any scheme for the granting of loans from the Fund to Muslim individuals;

(f) to establish and maintain training and reseach institutions; and

(g) to do all acts which the Majlis considers desirable or expedient.
