Section 11. Change of parties.
The Court may at its own will or on the application of other parties at any steps of proceedings, strike out, substitute, or add any party in such manner and upon such terms as may be just :
Provided that no person shall be made a plaintiff without his consent, or if under disability the consent of his representative.
