Section 14. Amendment and service.

Where any change of parties occurs during the pendency of any proceeding-

(a)

the title of the proceedings shall be amended accordingly;

(b)

any person added or substituted as a defendant shall be served with the proceedings unless he consents to waive such service. The proceedings as against him shall be deemed to have begun upon the date of such service or waiver.
