Section 81. Construction of instrument.
If in the opinion of the Secretary the meaning or affect of any instrument or declaration creating or affecting any wakaf or nazar am is abscure or uncertain, the Secretary shall refer the same to the Mufti for his opinion as to the meaning or affect thereof and shall act on any opinion so given by the Mufti.
