PART I - PRELIMINARY
Section 4. Application.
(1) Except as is otherwise expressly provided, this Enactment shall apply to all persons who profess the religion of Islam who temporarily reside in the State and to all persons who profess the religion of Islam and who are residents in the State but temporarily reside outside the State.
(2) For the purposes of this Enactment, a person who permanently resides in the State shall be deemed to be resident in the State until the contrary is proved.
