ENACTMENT NO. 12 OF 1986 ADMINISTRATION OF ISLAMIC RELIGIOUS AFFAIRS ENACTMENT 1986
PART VIII-MISCELLANEOUS
Section 225. Rules.
His Royal Iiighness the Sultan may, by notification in the Gazette, make rules for carrying out the provisions of thIs Enactment from time to time, and in particular, but without prejudice to the generality of the foregoing, such rules may provide for-
(a) the procedure of the Majlis;
(b) the manner in which documents, cheques, and any kind of instrument are to 'be signed or executed on behalf of the MajIis;
(c) the appointment, suspension, and dismissal of employees of the Majlis;
(d) the duties and control of the employees of the Majlis;
(e) the procedure for compounding offences;
(f) the fees to be paid in respect of any act or thing done in pursuance of this Enactment and the method of collecting a d disposing of the fees;
(g) the powers and duties of the Fatwa Committee and the practice and procedure in respect of all matters within its jurisdiction;
(h) the appointment of committees of the Majlis and their powers, duties, and procedure;
(i) the powers and duties of Registrars of Syar'iah Courts;
(j) the form of summonses, forms, registers, books of account, statements , accounts, estimates, and other documents to be used in respect of any matter or thing done under or in pursuance of this Enactment;
(k) the collection, expenditure, and disposal of any property, investment, and fund due to or vested from time to time in the Majlis;
(l) the conduct of charitable collections and the expenditure from the proceeds thereof;
(m) the maintenance of any mosque or burial ground and all wakaf property and other property relating thereto;
(n) the powers and duties of the officers involved in the collection of zakat and fitrah;
(0) the conduct of elections for the selection of mosque officials;
(p) the determination and publication of the boundaries of mukim masjid;
(q) the care and instruction of juvenile converts and the manner of registering converts;
(r) the conduct and registration of religious seminaries and schools, including the establishment, organization, management, control, and dissolution of societies associations of pupils and teachers, or of teachers and parents, whether within such seminaries or schools or not;
(s) all matters relating to zakat, Bait-ul-Mal, wakaf, and nazar;
(t) the procedure relating to the supervision of instructions, lectures, and dakwah work;
(u) the administration relating to religious classes, religious schools, madrasah, and other nongovernment institutions;
(v) the penalty for contravening or not complying with any rule made under this Enactment; and
(w) other matters for the purpose of implementing the provisions of this Enactment.
