Section 23. Devolution of powers.

All rights, powers, duties, and liabilities which were, immediately before appointed date, vested in or imposed on the Majlis shall, on the appointed date, continue to be vested in or imposed on the Majlis save in so far as such continuance may be repugnant to the provisions of this Enactment.
