Any person who builds any mosque or surau or in any other manner uses any existing building as or for the purposes of a mosque or surau without obtaining any written permission from the Majlis shall be guilty of an offence and shall be liable on conviction to a fine not exceeding one thousand ringgit or imprisonment to a term not exceeding one year or to both and the Court may, subject to the rights of a third party, order the person convicted hereof to demolish the said building.
