Save as expressly provided in this Enactment, nothing contained herein shall derogate from or affect the rights and powers of His Highness as the Head of the Religion of Islam in Negeri Sembilan, as declared and set forth in the Laws of the Constitution of Negeri Sembilan 1959:

Provided that in the exercise of all the functions and powers by His Highness in this Enactment shall be with the concurrence of Undangs in accordance with Article VI (2) of the said Constitution
