Section 23. Order of business.
(1) The Yang di-Pertua shall determine the order of business in meetings.
(2) The Yang di-Pertua may decide in what order members may address the meeting and may at any time require any member to cease addressing the meeting.
(3) If on any resolution there is an equality of votes, the Yang di-Pertua shall have a casting vote.
