ENACTMENT NO. 11 OF 1981 CONTROL AND RESTRICTION OF THE PROPAGATION OF NON-ISLAMIC RELIGIONS
Section 4. Offence of persuading, influencing, or inciting a Muslim to change faith.
(1) A person commits an offence if he persuades influences, or incites another person who is a Muslim-
(a) to become a follower or member of, or to be inclined toward, a non-Islamic religion; or
(b) to forsake or disfavour the religion of Islam.
(2) A person who commits an offence under subsection (1) shall on conviction, be liable to a fine not exceeding ten thousand ringgit or to imprisonment for a term not exceeding five years or to both and shall also be liable to whipping.

(3) It shall be a defence to a charge under subsection (1) (a) that the accused had reason to believe, and did believe, that the other person was not a Muslim.
(4) It shall not be a defence to a charge under subsection (1) that the other person was not affected by anything said or done by the accused to him.
