ADMINISTRATION OF ISLAMIC LAW ENACTMENT 1991

PART IX - GENERAL

Section 116. Rules.

His Royal Highness the Sultan may on the advice of the Majlis by notification in the Gazette, make rules for carrying out the provisions of this Enactment and in particular, but without prejudice to the generality of the foregoing, such rules may provide for-

(a)

the procedure of the Majlis, the form and manner of executing its instruments and the appointment of officers and servants of the Majlis;

(b)

the fees to be paid in respect of any act or thing done pursuant to this Enactment and the manner of collecting and disposing of such fees;

(c)

the appointment of the committees of the Majlis and their powers, duties and procedure;

(d)

the allowances payable to the members of the Majlis and its committees;

(e)

the practice and procedure of Syariah Courts;

(f)

the forms, registers, books of accounts, reports, method of accounting, estimates of expenditure, and other documents to be used in respect of any act or thing done pursuant to this Enactment;

(g)

the collection, administration and distribution of all assets of the General Endowment Fund;

(h)

the administration of any charitable collection, and the disposal of its proceed and all matters, offences and penalties relating thereto;

(i)

the administration of any mosque or

surau

or burial ground and all matters, offences and penalties relating thereto;

(j)

the powers and duties of Mosque Officials;

(k)

the determination and declaration of

kariah

boundaries, powers and duties of

Jawatankuasa Kariah

and all matters, offences and penalties relating thereto;

(l)

the care and instruction of

muallaf,

and the method of registering

muallaf

;

(m)

procedure relating to the supervision of instructions, lectures and missionary works and all matters, offences and penalties relating thereto;

(n)

registration and control of the running of places of religious instructions and religious schools;

(o)

the running and the administration of welfare homes approved by the Majlis;

(p)

the care and control of orphans and children under the custody of Majlis;

(q)

the collection, administration and distribution of any property and investment of the General Endowment Fund payable to or vested in the Majlis; and

(r)

other matters, offences and penalties for the purpose of implementing the provisions of this Enactment.
