PART VII - CONVERSION TO ISLAM
Section 101. Requirements for conversion to Islam.
(1) The following requirements shall be complied with for the conversion of a person to Islam-
(a) the person shall utter in reasonably intelligible Arabic the two Clauses of the Affirmation of Faith (Kalimah Syahadah);
(b) at the time of uttering the two Clauses of the Affirmation of Faith the person is aware that it means “ I bear witness that there is no God but Allah and I bear witness that the Prophet Muhammad is the Messenger of Allah"; and
(c) the utterance must be made of the person's own free will.
(2) A person who is incapable of speech may, for the purpose of fulfilling the requirement of paragraph (a) of subsection (1), utter the two Clauses of the Affirmation of Faith by means of signs that convey the meaning specified in paragraph (b) of that subsection.
