General Procedure

Rule 26. Chairman of Disciplinary Committee to determine nature of disciplinary offence.

Except as provided under rule 32, where there is an alleged breach of discipline by an officer or servant, the Chairman of the Disciplinary Committee shall, in the first instance, before commencing any disciplinary proceedings in respect of the officer or servant, consider whether the breach of discipline complained of is of a nature which merits a punishment of dismissal or reduction in rank or a punishment lesser than dismissal or reduction in rank.
