Rule 8. Collection of fitrah

Without prejudice to the power of the President to appoint any officer in writing to carry out any work concerning the collection of zakat and fitrah, the Kadzi within the respective wilayah shall have the following duties and powers:

(a) The Kadzi shall be responsible for the progress and completion of the collection of zakat and fitrah and shall observe and supervise the work done in his wilayah by the Amil;

(b) The Kadzi shall settle any case brought to him by the Amil concerning the collection of zakat and fitrah and may submit to the President any case which he thinks he cannot settle;

(c) The Kadzi shall receive or claim from the Amil the zakat or fitrah and acknowledge receipt thereof;

(d) The Kadzi shall obtain from the Amil the counterfoil of the receipts for zakat and fitrah and the registers showing the persons who paid the zakat and fitrah and compare with the census copies in his custody. If any of the persons who ought to pay zakat and fitrah failed to do so the Kadzi shall notify the President;

(e) The Kadzi shall keep an account book showing the zakat and fitrah or money in lieu thereof delivered by each Amil in his wilayah;

(f) The Kadzi shall pay at the end of each month all monies received by him into a bank as determined by the Council, provided that when the amount of money received amounted to $500 or more it shall be paid into the bank immediately;

(g) The Kadzi shall transmit to the President at the end of every month an account showing the zakat and fitrah money which he received from the Amil, which shall also show the names of Mukims which have or have not completed the zakat and fitrah collection;

(h) The Kadzi shall send to the President at the end of every year a full account showing the amount of zakat and fitrah money received and delivered to the Council from every Mukim in his wliayah in that year.
