(2) A certified copy of the Certificate of Marriage to which the application relates shall be filed with the application.
(3) Where there is before a Court an application which has not been dismissed or otherwise disposed of by a final order, no application in respect of the same marriage shall be presented without leave of the Court in which the earlier application is pending.
(4) The application shall be presented by filing it in the Court office with as many copies of the application as there are persons to be served.
