PART IV – FUNCTIONS OF JAWATANKUASA QARYAH AND PEGAWAI MASJID

Rule 8. Functions of Jawatankuasa Qaryah and Pegawai Masjid.

(1) The Pegawai Masjid and Jawatankuasa Qaryah shall assist MAINPP in administering the qaryah of a mosque and controlling all wakaf land and Muslim burial grounds in its qaryah in accordance with the Enactment and these Rules.

(2) The Jawatankuasa Qaryah and Pegawai Masjid of a qaryah masjid shall –

(a) be responsible for the proper conduct and good order of the mosque,

surau

and all Muslim burial grounds within its

qaryah;

(b) be responsible for the conduct of

anak qaryah

in matters relating to the religion of Islam;

that require the attention of MAINPP;

(d) administer and supervise all

wakaf

land and Muslim burial grounds in the

qaryah

of the mosque and always keep the

wakaf

land and burial grounds clean and secure;

(e) ensure that no construction work is carried out on such

wakaf

land and Muslim burial grounds without the permission in writing of MAINPP and inform MAINPP of any wrongful acts committed on such

wakaf

land and Muslim burial grounds;

(f) inform MAINPP if any of the

anak qaryah

commits any act in contravention of the teachings of the religion of Islam or fails to comply with-

(i) the Enactment or any other written law on the religion of Islam;

(ii) any direction or warning of MAINPP; or

(iii) any direction of

Jawatankuasa Qaryah;

(g) control and arrange the business of the administration of any surau within the

qaryah

and ensure that the committee of the

surau

carries out any directions of MAINPP and the Rules made under this Enactment;

(h) perform and assist in performing any direction issued by MAINPP and the Rules made under this Enactment;

(i) arrange for all religious matters and religious teachings in the mosque and control religious talks and religious teachers within its

qaryah;

(j) conduct a census of and register Muslims who are permanently resident or are resident in the

qaryah;

(k)

undertake efforts to improve and strengthen the relationship and unity amongst the Muslim community in the

qaryah

and strive to find ways to upgrade the standard of living and the economic standard of Muslims and to enhance their

amalan

and

taqwa

Allah;

(l) develop the

qaryah

as a centre for balanced spiritual and physical development centre; and

(m) immediately inform MAINPP of any vacancy or expected vacancy in the office of

Pegawai Masjid

in the

qaryah masjid

and make recommendations on the names of candidates to fill the vacancy .

(3) The Jawatankuasa Qaryah for a qaryah masjid may collect and accept charitable donations for the mosque and surau in such qaryah masjid with the approval of MAINPP.

(4) The Jawatankuasa Qaryah for a qaryah masjid may appoint a subcommittee if it deems fit.
