(1) Every person applying for a certificate as a Peguam Syar'i shall be required to appear before a Panel appointed by the Majlis for the purpose of determining whether in the opinion of the Panel, the applicant has an adequate knowledge of Muslim law Court procedure, Malay language and custom and is a suitable person to be granted a certificate as a Peguam Syar'i;
(2) The Panel shall send its opinion for the consideration of the Majlis;
(3) The Panel shall consist of the Yang Dipertua as Chairman, the Mufti and three other persons as members;
(4) Where the opinion of the Panel is not unanimous, the opinion of the majority shall prevail.
